During the onboarding process you will be asked to provide additional documentation about your business and will need explicit approval before you can start using Stripe. This seems pretty explicit to me, and it doesn't sound like this was something you did. It may be something that is allowed with that extra documentation, and that may be why the competitors you mention have managed to make it work.
