I think duties are meant to help US manufacturing compete with foreign (read: third world) factories, where pay, safety, and environmental standards are much, much lower. But maybe I’m wrong; duties often seem arbitrary and unhelpful, less a tool for helping citizens and more to hurt recalcitrant nations.
