It think it makes sense for countries to pay some kind of "retainer fee" to several companies for keeping up the ability to massively and quickly scale up production and distribution of e.g. mRNA-based vaccines for when it's needed, once every n decades. Or maybe some hybrid model where governments some of the long term preparedness scaling preparedness aspects.
