I went to a rich high school and we didn't exactly get our licences early either. The reason was that having one offered no benefits. Our parents came with us to activities anyway and what else would we do with it? A licence didn't mean freedom, which is what many older people here said it meant to them. It just meant we did the driving instead of Mom sometimes to go to the same place.
