Previously it was up to the discretion of the county's sheriff to issue them, which meant only well-connected people had them. This could provide a deterrent effect once SF gets saturated with concealed carry permit holders. I'm assuming not though since most of the crime is non-robbery theft, where use of deadly force wouldn't be justified.
