Sounds really scary, [complot mode on] story possibly worded to strengthen the Chinese lab-leak theory for Covid's origin [complot mode off]. Actual Chinese connection = bonus, for those looking to make Chinese-anything look bad. More likely: a back-alley production facility for Covid tests. Built to bypass regulatory market / import controls. For whatever reasons - could be as silly as "supermarkets in the area ran out of Covid tests @ one point, and someone saw a $$-making opportunity". Same reason that drugs like XTC are made. There is (or was, in this case?) money to be made, and someone knows how to do it. I'll believe more sinister explanation when it's backed up by credible evidence & criminal convictions. Until then, "enterprise minded people (Chinese or otherwise) who sought some quick $$" theory works for me.
