What you are talking about is a political decision, therefore there is no rational way to discuss it. In most western government leadership now supporting smart people is basically elitism which is evil. Despite the fact that practically it’s what needs to be done and what leads to a better society for everyone not. Not to mention most of Asia IS doing this and seem to be doing much better.
