I'm not sure that "time spent directly addressing violent crimes" is the best heuristic. By that metric, Judge Dredd is the best officer of all time. Mega City One is not a nice place to live.
- wahnfrieden 3y agowell article says "serious or violent crime". it doesn't propose "time spent on violent crime" as a measure of effectiveness. it says that they don't accomplish much with the violent crime that does occur already. presumably because they are more fussed over pretext stops.
