Wow, amazing, the policies of LA and CA aren't effective, even in 2019?
Maybe the article should be titled police in LA and Riverside have stopped putting themselves in high risk situations, and focus on traffic violations. Maybe it has something to do with DAs not prosecuting crimes or reclassifing crimes.
