I don't think "complete" is the right word to use. Perhaps "whole." It seems to me that what you're describing as "development" is in many cases the process of healing from trauma, which indeed stunts one's development. The emotional mechanism at play in my case is pretty clear to me but healing is a slow process and it takes as long as it takes.
