So I think what they are going for is making client-side and server-side html generation feel much more similar. If they are doing this without the huge inefficiency, of say, React server-side rendering, it seems like a good idea. Pretty sure what they mean by "no Javascript" is no client-side Javascript. The idea of component-based rendering for server-side is actually nice.
