this is a tired argument and is easily dismissed - quality and local info. As you stack requirements, your chances of finding someone outside the country drop dramatically. Does your person in Peru have experience with US labour law? US Taxes? You see where this is going.

I don't think most US developers are familiar with them, other than during tax season. Ironically it's technology that's shortening the gaps between offshore / onshore resources.
