Not dissimilar to when the USSR imploded: the (ex-)komrades were given shares of the company they were working in. Some evil people who then use different means to collect those shares. Apparently at times driving with trucks full of vodka and exchanging the company shares for a pack of bottles of vodka. The project is creepy but the scammers stealing others from their fair share are just downright evil people.
