Personally a lot of the points in this article are pretty decent, but I think the solution is not Rust but something like LFortran (https://lfortran.org https://lfortran.org) which has an interactive REPL, can be AOT compiled, no performance footguns, and is Fortran (a big plus for adoption by scientists).
