I don't necessarily think his plan to turn Twitter into WeChat for the west is /doomed/ to fail, although it seems highly unlikely to gain traction, but it's certainly a bold plan to turn the flailing social network around into something that could be significant and I respect the ambition. Throwing away powerful branding is just a hilariously bad call.
