It's not volunteering if you are forced to do it.

From the JFK mindset of “Ask not what your country can do for you - ask what you can do for your country”, I could see a system where a certain level of volunteering (either by the students or their surrogates - parents, grandparents, siblings, friends, etc) might make one eligible for discounted/free tuition.
