It seems a great overestimate to think that 19 out of 20 people who use tor do so to download CP. I am pretty sure that will be false, and more likely something like one in a few hundred. One in a few hundred is the city. 19 out of 20 is the coffee shop. I should also reiterate that everyone knows what streets and part of the city that criminals visits regularly. People who decide to live or visits those places do make that choice. This lead naturally to city stratification.
