It's mostly (almost exclusively) nontechnical policy people. Unfortunately while people that actually understand the technology have been busy working on it, an almost separate group have been pontificating about what kind of regulations they need. Of course those with an agenda and awareness have had their voices heard, but none of the regulation will respect the average practitioner view or understanding. I expect this is what always happens.
