Vertical integration, few gray zones and such made those who opted out feel like the walls were closing in, as your province's health authority knew your vaccine status, restaurant demanded a valid, ID matching government supplied QR Code to allow seating, and the government was willing and able to enforce the law. I don't know how you can in one sentence refer to it as a "conspiracy theory" then in the next describe a massive in-the-open conspiracy to coerce people to get vaccinated against their will. Which prior to covid would have been considered a gross violation of medical ethics.
