Here’s what I remember about Redmine. It was a really great project but it had an iron fisted dictator maintaining it. The big problem was that it severely discouraged outside maintainers. The original creator/maintainer prioritized stability for his own uses over everything else. I remember there was a fork (chiliproject) that was created that initially had a lot of contributors and enthusiasm that however fizzled it out quite quickly. Turns out, maintaining an issue tracker is a major labor of love that very few can really commit to.
