“People should be able to buy drugs and participate in a sex economy” does not mean that they are catering to those tourists. They’ve been trying to figure out how to retain drug/sexual freedom while limiting tourism for that purpose for as long as I can remember at least. That’s a totally coherent position to hold, even if it’s difficult to encode into policy.
