Can't speak for V2 yet, but Llamav1 finetunes are (IMO) already better than ChatGPT 3.5 for roleplaying. GPT4 is hard to beat, but the tooling surrounding it is getting more limited because its not hackable. Facebook partnered with Azure to host some Llama instances, but the media is misconstruing this as a development partnership. (That said, this article is silly. LlamaV2 is not better than GPT4)
