Tupac certainly had some fairly high ranking civil servants, lawmen and politicians as enemies, or at least detractors. His parents were both considered political extremists, and the FBI kept a very thorough dossier on him, as he was considered a threat to the political establishment in the same vein as black civil rights leaders in the sixties and seventies. His death was convenient at best, a conspiracy at worst. It's not surprising that the investigation was cursory and left to go cold.

He wasn't more of a threat to the establishment than any socially conscious artist of the time. He was involved in some minor legal issues and misdemeanors, but nothing out of place considering his fame and the circles he ran in. So, sure, his presence would've been a nuisance to the authorities, but the lack of details surrounding his murder points to racial discrimination at best, or direct involvement from government agencies at worst. Biggie's case is even more blatant in this sense. One would think that the government would want to investigate and close these cases just to clear up their reputation, so it's puzzling nothing has been done after all these years.
