This isn't an armistice; this is closer to a scorched-earth retreat. Facebook, Amazon, and all the Chinese AI researchers, are realizing they're way behind, and aren't sacrificing any profits by releasing their DL models & datasets; but doing so helps them by relying on open-source as a force-multiplier and a way to at least sabotage the profits of successful DL-centric giants like OpenAI. This is just the latest iteration of 'commoditize your complement' https://gwern.net/complement https://gwern.net/complement : Facebook hopes that when DL becomes a commodity, social networks are the last ones standing; Amazon assumes that it can keep selling pickaxes in a goldrush, and its cloud services will maintain their margins. (Consider the details of the LLaMa-2 license which render it non-OSI.)
This is all well and good for open source, as it benefits from this alliance of convenience. But guys, don't forget: the leopard didn't change its spots, and it is the nature of the scorpion on your back to sting. Don't be surprised if they change their tune at some point.
