You are obviously right but the question is still valid. They are using git and a deleted file is a one command away, so why keep the file but fully commented?

You are obviously right but the question is still valid. They are using git and a deleted file is a one command away, so why keep the file but fully commented? IMO this highlights further bad engineering culture.
