I thought twitter was actually not making enough money to cover its costs? Let's see how sustained these earnings are. If you're not making enough money through advertisement to cover your own bills, I guess they believe splitting the money with creators is going to bring more people into the platform, drive engagement, etc. And under most circumstances that would the case. But it's not if you can't even keep the platform running. It's very telling that they're only paying hand-picked creators.
