Depends on the clientele you are after.. I've been lucky at times, usually going to some fun event ... talking to the owners of small businesses and letting them know what I do, and usually they end up interested in me doing something for them. You could also search Craigslist and either put yourself out there or see who needs something. Networking helps too... make friends, see who needs anything. You can also email former clients and see if they need any work.
