What is broken here is surely package management in general?
I'd like to use one tool. If you don't want files system wide - then perhaps that should be an option in the package management system.
It would seem silly and wasteful to have dozens and dozens of the same packages languishing on the same computer. So part of me thinks this needs to be handled at the filesystem level.
Or there should be a way for package managers to speak to each other. How about throwing something like apt-get and dpkg out and replacing it with something better - that can handle Gems, Python libraries, etc?
