Well, motorcycles are allowed and they are far less safer in crash than any kei-truck would be. I'm not getting one because of reasons you mentioned (litte kei tipper would be perfect size vehicle for my needs) but I don't see why other people should be stopped from. If you want safety ban anything bigger than 2 ton for non-commercial use first, the SUVs and trucks sizing gonna kill more people than some random buying a kei truck for themselves.
