Yep, really. We've been subjected to this at least since the 80s. The original name of the legal framework was "kassettavgift" (cassette fee), obviously targeted at sales of cassette tapes. From there it went on to also afflict VHS tapes, Minidiscs, CD/DVD recordables, and today even memory cards/sticks and HDDs/SSDs. The "upside" to this is that the surrounding laws allow us to make private copies for our own private use.
