I think majority of software development productivity problems come down to communication. Either you both can say whats wrong or theres a weird little dance everytime something needs to be delivered. Having a bunch of go-to guidelines is nice but really, you all just have to be on the same page whats the current state and to be able to say honestly whats going wrong when it happens. Treating developers as monkeys who'll do as dictated doesnt really sit well for many of them.
