By forcing China to set up a complete advanced electronics chip manufacturing industry from scratch, the US is forcing China to put the West's existing electronics chip manufacturing industries out of business. That will happen just the same way as the West's textiles, paper, electrical appliance, computer, mobile phone and dozens of other Western industries have been wiped out by Chinese competition. The Chinese have the biggest markets so they have the greatest economies of scale for their products. What the US was in the 1940s and 1950s is what China is today.
