That really depends: 1. You want the next guy to ALSO feel he can negotiate 2. I doubt this was ever "real". You often see mini "rebellions" like this in strong man regimes. The strong man causes/allows them to happen. Then watches who sides with the rebels, or at least does not actively side with him quickly enough.
