I quickly skimmed the regulation [1] and don't see how you can conclude that from it. It mentions only 3 categories. Portable, industrial and automotive. Portable devices have to be user replaceable with commercial available tools. Smartphones were not explicitly mentioned so they are not excluded from this. The only way I see is if they would make iPhones intended to be washable they are exempt.
