In China the government says that all industry is subject to military calls for information and cooperation. The US seems to believe that the government in China is serious when it says that. Many high profile losses of IP via Chinese individuals feeds the level of concern. It does not by any means say that all Chinese or even a majority are a risk to US security and interests but it does give a rationale for higher levels of scrutiny. On the flip side the level of surveillance and suspicion of all foreign students and academics in China would be at least as high.
