The companies are trying to conflate the two in the complaining just to make it sound like they care about customer experience instead of their own pocket. It's very easy to allow canceling a paid subscription with a single click in a way that immediately disables access to the service/data but keep the actual data around for a while (this is generally the default under the covers whether the company admits it or not). This means a customer can reinstate their account by re-enabling payments without any data loss for however long the company wants to support that.
