This is a pretty impressive rollup by the Feds. Seems like an inverted flipping maneuver. Rather than starting with the small fish and cutting deals up to the top, they hit the ostensible mouthpiece/leader and wraps up all of the other folks in the org so that it doesn't splinter off and create successor orgs.
