I do actually believe there's a difference between failed and incompetent state-building, and the methodical and systematic genocide of a culture. And I don't think I'm alone. Hitler's methodical and organized genocide gets more attention and disdain than Mao's Great Leap Forward, even though the latter killed more people. Is that right? I dunno, but it's how people think. Accidents and mistakes are granted more leeway than pure malice.
