Yep, considering recent Apple behavior it is very likely that this is actually the prime motivator for this happening. I'm pretty sure some manager got pushed to find how they could motivate peoples to upgrade/swap earlier and this is one method they came around. Then Apple and their (power)users don't understand why big software company don't want to go through the trouble or porting to macOS their very large software. It's not just about market share...
