No, it shows speed limits have been set improperly and / or roads have been poorly designed. People don't obey the speed limit because "it's the law" and there's no moral obligation to do so. If drivers need to be driving slower on a road, traffic calming measures should be in place, along with better options for through traffic. Otherwise, speed limits should be set according to how people drive - there used to be discussion of setting it at a certain percentile.
Making absurdly low speed limits to appease special interests and then whining when they ignored is a terrible option and probably makes people drive less safely overall.
Also, inappropriately low speed limits are great fo racial profiling and the like because it creates instances where everyone is breaking the law so police can simply choose to enforce it when they want.
