Those programs were designed to be used at 800x600, and it was fine. Current apps are designed to be run at much higher resolutions, and are also fine at utilizing the available space. If we try to put current apps into small resolutions there will be very small usable space as they aren't meant to be there. If we try to put old programs to current huge areas there will be too much working space, looking very disproportional and potentially distracting focus. Both are fine for the environments that they are targeting.
