The rules governing Ready-to-fly airframes have been in effect for a year, with the burden on the manufacturer. This new milestone coming up is for the Operators of any unmanned platform.
It requires that any vehicle, even scratch-built fixed wing, be equipped with validated transmitter sending position and identification information, including the position of the operator.
There has been some legal dispute over the nature of the terms, but the resolution of the interpretation seems to be as above. The full FAA CRF is linked below.
