It is an interesting study lights/siren on vs. off stats but there are probably a lot of confounding factors such as city size, density, road layout, traffic light and strobe sensor configuration and more. I believe each city would have to run it's own stats and determine which factors can be changed by the city and which can not easily be changed.
I think the biggest improvements would actually come from getting the ambulance off the ground. I believe they should be an early adopter of EVTOL and cut down the time it takes to retrieve a patient, accepting that EVTOL would have to be designed to keep inertia low for the paramedics and EMT's so they can stabilize the patient safely. Being able to get from A to B back to A as a crow flies, potentially at a couple hundred mph could save lives and avoid ground accidents. Maybe it is too soon to suggest this but I have seen some companies making good progress on the tech. Could this perhaps become a DARPA challenge, developed, evolved and tested in the battle-field first?
