My approach is to acknowledge that all of my data is compromised. Sometimes I obfuscate it with nonsense to throw off a trail, but even that I consider is probably worthless. Maybe you could legislate this, but you wonder how a trillion dollar industry is going to lay down and take it. Most likely they will lobby, find loopholes, or do it anyway, accepting the fine as the cost of doing business. I know this is defeatist, but I just don't see bandaids working.
