Is that a "degeneration"? People were drinking hundreds of years ago too and there has been a lot of progress despite the availability of alcohol. (The fact that we managed to get to a point where we finally think alcohol is bad is itself, I argue, a sign of progress.) I'm not saying it's great, I'm saying that it's legal, and it should be, and other drugs also should be, and enforcement of responsible use should be a priority.
