I was never terribly invested in the Twitter to begin with, but I have noticed former Twitter addicts slowly accrete away from the platform in the time since Elon took over.
It seemed like the site lost its use as a social space pretty quickly simply due to the kinds of people Elon let back on the platform and others who he subsequently censored or outright banned. Then, Tweetdeck going subscriber-only threw a monkey wrench into its use as a promotional tool. Finally, the recent logged-in visibility changes and API limits seem to have totally screwed up its ability to be used as a glorified public RSS feed.
If you don't notice a difference, maybe you're just not looking in the right places.
