For all my important documents, SSN, Passport, Driving Licence, Car registration etc, I scan them using a flat bed scanner and store them on my computer. If anyone asks, I send them a jpg/png of whatever (I don't confirm if this is acceptable or not first, let them complain first). Everyone seems to take it without question. Might be worth giving it a shot.
