I applied for 2 DoD jobs and both offered 40k less. Defense contractors are also on soft money so I would have the same problem there. Am I not understanding

I applied for 2 DoD jobs and both offered 40k less. Defense contractors are also on soft money so I would have the same problem there. Am I not understanding something?
