Um... OP is complaining the CPP hasn't paid debt accumulated by ROC in 1938. Go home, girlfriend, that boy 'aint gonna call you back.
And they recommend that the CPP pay the USG for delinquent bonds held by private individuals in the states. I don't think that's how this works.
