The page has low contrast (3.5:1) and uses a fixed width font. Both are bad for legibility. The contrast is even too low to fulfill the WCAG minimum success criteria (4.5:1). To me as a site visitor, that's more important than whatever framework it uses. Also, uploading the site via FTP? There are far better options.
